Mr. Si was born in 1937. He is an emeritus professor of maritime law, PhD supervisor and former president of Dalian Maritime University, vice president of China Maritime Law Association, vice chairman of China Maritime Arbitration Commission, visiting professor of Aoyama Gakuin University in Japan and consultant of Institute of Maritime law in Beijing University. Mr. Si has been honored with “National Outstanding teacher”, “National model worker in Education System” “Medal of People Teacher” and received special government allowance. As a main draftsman of Maritime Law of P.R. China, and a member of Transport Law Expert Group of Committee Maritime International (CMI), Mr. Si has written many books and papers and handled many leading maritime cases in court or arbitrations. Since 2002, as maritime law expert, Mr. Si has led China Official Delegation to participate in relevant conferences in respect of Transport Law of UNCITRAL.
